Lost an hour to trying to figure this out, even chatGPT was no help. found it buried in stackoverflow post.

This is incorrect. You should already have created that file as part of the previous step, there is no reason to run this extra command.
What I do think might be useful is to clarify which directory is the top-level directory the way you did, as I can see that not being clear enough.
