Fixes #1860.
Changes:
Remove community_newest_projects from the splash page. I'm not sure why there's more than one commit.
Test Coverage:
I looked at adding a check that the 4th row of featured does not match 'recently shared', but it seemed that it would fail if there wasn't a current curator.
