Add permission to allow users to view other users' requests

Is your feature request related to a problem? Please describe.
Right now, only admins and users with the 'manage requests' can view users' requests. Users can also only view their own requests.

Describe the solution you'd like
The solution I'm looking for is a permission that would allow a user to view the requests made by other users (only view requests, not approve/deny/modify requests).
That permission could also be broken down into:

1. Viewing all pending requests
2. Viewing all active requests
3. Viewing all approved requests

Describe alternatives you've considered
Give users 'manage requests' permissions and pray that my storage can handle it.

Additional context
If/When feature request #789 is implemented, this would also make it easy for users to subscribe to media that other users have requested and isn't available on Plex yet.
