In issue #2986, we noticed that for WITH COMPACT STORAGE tables we serialize range tombstones incorrectly, so commit 1c872e2 outlawed using range deletions in such tables, and @tgrabiec noted that "Disallowing range deletes on compact storage tables seems the right approach to do now. We could lift that off when move to a new storage format." However, just a few days later commit 24b867a was merged that claims to have fixed that issue, so it's not clear to me whether the first patch mentioned above is still necessary.

The problem is that Cassandra does support range deletions on such tables, and by not supporting it we are not compatible.

The translated Cassandra unit test cassandra_tests/validation/operations/compact_storage_test.py::testBatchRangeDelete fails on Scylla because of this missing feature.

This is a translation of Cassandra's CQL unit test source file
validation/operations/CompactStorageTest.java into our cql-pytest
framework.

This very large test file includes 86 tests for various types of
operations and corner cases of WITH COMPACT STORAGE tables.

All 86 tests pass on Cassandra (except one using a deprecated feature
that needs to be specially enabled). 30 of the tests fail on Scylla
reproducing 7 already-known Scylla issues and 7 previously-unknown issues:

Modified for 5.1 to comment out error-path tests for "unset" values what
are silently ignored (instead of being detected) in this version.
