Generated index page with context

When I click on a hierarchical menu item, that contains subpages

I'd like to generate an index page that is guaranteed to contain a link to every subpage. This can be done today with

.. toctree::
   :titlesonly:
   :maxdepth: 1

   overview
   known-issues
   troubleshooting/index
   must-gather

but the page isn't very pretty

I'd like to enrich it with a paragraph for each item, possibly loaded from the first paragraph under the title in the particular file, or something like that. So it ends up looking like this

Is there a way to achieve this with our theme? I can live with adding the items manually but something needs to make sure every page is mentioned, like in the case of the toctree so the list doesn't get outdated.
