Optimize TrustDnsResolver (#1967)

* Optimize initialization of `TrustDnsResolver`

Replace use of `tokio::sync::Mutex` with `once_cell::sync::OnceCell`
since there's no need for it to be `async` and thus it can just use
`OnceCell` instead of `Mutex`.
