Context
#3 A functioning user interface is needed for this application
After experimenting with a few different frameworks/libraries I am now leaning toward using perseus.
This pull request will update the main branch to be setup for development using perseus moving forward.
I may reconsider the framework in the future, but for now I think this is the way to go.
