SeattleTestbed/dist's build.py (aka "the new build script") currently lacks the functionality to copy over file trees to the target dir, see SeattleTestbed/dist#140. This consequently excludes SeattleTestbed/seash's modules dir from the build.

Fix config_build.txt once build.py is fixed!

Initialization and build configs for the Seattle demokit.

This mostly replaces the previously existing demokit build harness in
SeattleTestbed/dist, namely build_demokit.py and demokit_files.fi.
See #1 for what "mostly" means.

This is really a seash issue. Closing here, reopening (with updated references etc.) as SeattleTestbed/seash#93.
