We've bumped create-esm-loader to the latest version so that we can properly use webpack-like syntax.
Update test matrix to use supported versions of Node

This PR adds support for passing options to the loader so that we can now handle different file types, as well as use a
preprocess()function, for example for compiling markdown to a Vue component.
