Shift + Tab doesn't work on steamOS

When trying to open the overlay in steam OS, shift tab doesn't work. However, when i use the overlay button on the steam controller, it works.

Thanks for the report, once we have a new build out for testing we'll let you know.

Also, the keyboard and mouse ignore the fact its in overlay mode, they will only interact with the game. (exception of cursor movement) However, the controller will use the overlay mode and will not mess with the game.

example: I open overlay mode with the controller and go to click with the mouse. I can hear the voiced of side 2nd and see the text move, the option i tried to select in overlay was not effected. When i select the option with a on the controller, it accepts it and the game remains paused.
