Support VS Code Dev Containers.

Create a selkies build and test environment in a dev container to quickly build and test.
Configurations for Ubuntu Focal and Jammy, XFCE and Fluxbox desktop environments.
Initial work in progress import of VS Code Dev Container feature to integrate selkies with any other dev container.
