Update code to accept incomplete reporting of kits distributed

Situation where kits ordered are complete each month but kits distributed may not be complete every month (e.g. only provided every three months). Stan code needs to be extended to account for Orders having a different length to Distributed data set.

Can update by defining new data item in stan (N_distributed) which describes the rows in the distributed dataset
