WF State of Parent Sample inconsistent with Partitions #1365

Steps to reproduce

  • Create a new Sample Template with 2 partitions
  • Create a new Sample and receive it
  • Add results for P1, submit, verify and publish the results
  • Add results for P2, submit and verify

Current behavior

Parent Sample is in the State to_be_verified.
It is not possible to transition the Sample to verified/published

Expected behavior

Parent Sample is in the state verified and can be published
