Fixed permission issues regarding to "reject" transition from both
ar_workflowandsample_workflowworkflows.Linked issue: #1040
Current behavior before PR
Reject transition is available to Client once AR/Sample is received
Desired behavior after PR is merged
Reject transition is not available to Client once AR/Sample is received

I confirm I have tested this PR thoroughly and coded it according to PEP8
and Plone's Python styleguide standards.
