The PR introduces BuildingConstruction component, which adds functionality of creating new buildings. Currently it supports (and integrates) Mine and Storage buildings.
We also have Balance component, which provides all domain-specific values, which take a part in all processes. The Balance component is not implemented yet - it provides currently only contracts.
