Currently we use a static configuration for loading connection strings. Find a way to convert this to an instance-based options architecture.

collect well-known connection strings (repo, security, stb) into a new options class and constructor injection
tests
~~repository install and load connection strings by name (we shoud probably remove this feature)~~
