  1. Make bulk_insert_voters work with parent elections 

    The following changes have been applied to the administrative command
bulk_insert_voters:
- Make it work with parent-children elections
- Use the ';' separator and document that no escape character can be
  used
- Document briefly in the code how it works with some example CSV
