This app enables Bluetooth on your phone once you are in a car and start driving. Once you're out of a car - it will turn ot off.
Minimum supported Android is Marshmallow (6.0)
Unfortunately in order to make it work you will have to disable battery optimizations for this app in system settings, this app will guide you through the process
