investigate broken links for open data

These links were broken and removed:

• https://data.snostat.org/ – Snohomish County data
• http://www.spokanecounty.org/3186/Data-Downloads – Spokane County data
• http://nwdata.geol.pdx.edu/ – geo data from Portland State University

It would be cool to find out if there are alternate links for data from those places.

I added some minimal notes above. These were all data portals that must have been moved to other urls or removed.

1. the following contains all county codes in Washington State:
   http://mrsc.org/Home/Research-Tools/Washington-County-Codes.aspx
2. I found two sites in Portland State University that are useful:
   https://www.pdx.edu/econ/country-geography-data (physical geography and diseases)
   http://web.pdx.edu/~jduh/gis_datalinks.php (GIS and Remote Sensing Data Sources)
