vcpkg-rsdoesn't support-pc-windows-gnu(mingw) yet, but its integration tests will try to buildopenssl-sys, which currently prevents usingvcpkgfor non-msvctargets.This change should have no effect for
openssl-sysright now, but unblocks that work.
