Barebones locomotive control

This is a pre release version of the WPF DCC+ controller that allows you to control locomotives and their lights.

There is also a button to turn the power on and off.

Currently the sample locomotive configs on their are hardcoded to addresses 1-6. The ability to specify your own configs will be added in the future.
