Add Zapdos syntax docs from Squirrel and CRANE

This PR:

• Updates the config.yml to and syntax documentation page to include all valid Zapdos syntax
• Updates the squirrel and crane submodules to include new documentation stubs from those apps
• Removes the SQA infrastructure, but leaves just enough to check for stubs, missing class descriptions, and generate new stubs when required.
• Updates the MOOSE submodule

I will soon add an update to the Zapdos website based on these changes.
