Also add a dummy classes.html file to allow documention build without doxygen for CIVET

This PR updates the website generation action to build and upload the Doxygen documentation for Zapdos classes.
Note that a dummy HTML file was required in
doc/doxygen/doxygenin order to allow CIVET to build the Zapdos website successfully without requiring doxygen itself. If Doxygen ends up being necessary for Zapdos PRs, this can be revisited.Refs #41
