InputEmulator SteamVR Fix for 28/11/18

Hey guys I merged the PRs to fix InputEmulator

Issues merged:

matzman666#125

matzman666#130

Instructions to install

• Go to C:\Program Files (x86)\Steam\steamapps\common\SteamVR\drivers\00vrinputemulator\bin\win64 (or replace the drive with wherever you installed SteamVR)
• Copy and paste your old driver_00vrinputemulator.dll to get a backup
• Paste and overwrite with the attached DLL
