GUI - map displays - enable the use of inner percentiles of values to define colour scale

What steps will reproduce the problem?
1.  Plot an output for which there is a skewed distribution (for example, one 
or two extreme values).  


It is difficult to see the body of the distribution because colours are 
assigned across the min-max interval.

Allowing an option to plot just the inner 95% would be useful.  Possible make 
this the default, with the full range as an option.

Implement rescaling for spatial and spatialmatrix tabs.  
Still need to do cluster and region grower tabs.
Toolbar is getting cluttered, so need to shift it all into a menu.

Add >= and <= symbols to legend as appropriate, and as a method inherited by 
all tabs.  
Move legend text so it is right aligned.
