GUI - View Labels - list sorts are unstable

What steps will reproduce the problem?
1.  Open the view labels tab.
2.  Sort the label list, using a column that has tied values.


The resultant list is unstable, in that the ordering of the other columns is 
not consistent.  This is particularly a problem with the labels being in 
different orders and jumping around.  

This can be corrected using a custom sort function for each column that has a 
secondary sort by the labels column.
