internal: move rmf decoding logic from the backends into sherpa.astro.io #1913

Historically it may have been helpful to do processing in the IO backends, but nowadays we should just be able to grab the data and send it to the io routine which then does the decoding. The idea would be to remove the "this RMF works only for backend a" issue [modulo things like #1898 which are backend specific]. I think it should work, but there's a reasonable chance that it won't.

This is from working on #1869 / #1892 .
