File component allows upload when 'Is Dragger' is true and 'Edit Mode' is 'readOnly' #579

Steps to reproduce the behavior:

  1. Render the URL: https://function-adminportal-test.shesha.dev/shesha/forms-designer?id=ff130ada-8fe3-41c0-811b-038a692312ae
  2. Navigate to the property of file component and set "Is dragger" to true and 'Edit Mode' to readOnly
  3. Save the changes
  4. Render this link: https://function-adminportal-test.shesha.dev/dynamic/Shesha/fileTest-table
  5. Click on 'Add' button
  6. Click on 'File' component
  7. Attach a file

Expected behavior

  1. When the component is in readOnly mode, the component should not allow users to attach files
  2. The component should behave like the File List component
