This commit seems to make the results a lot less accurate for me (on any time duration below 10 seconds) to the point of being absolutely useless in comparison to the results provided by WMI which seem a lot more consistent with the data provided by Microsoft's Resource Monitor.

Scratch that. I did a test on both two hours later, and the CPU usages are completely wrong.
When the Resource Monitor reports 20%, gopsutil will say 80%, and so on.
