This adds a search API and matching form to the random list.

A few side effects are present:

Much of the random list's GUI has been moved into a themelet. As a result, the random list is now themeable.
Error when viewing random image if user does not have sufficient privileges #567 is partially fixed. Instead of showing an error, it instead omits images that the user doesn't have permission to view. Mind that this isn't a complete solution given that it reduces the number of search results when it happens.
