Add Python 3.11 and 3.12

Couple of things:

• I found that the 3.7 image can still build. We might as well keep building as long as it keeps working, despite https://endoflife.date/python. I don't see anything in https://docs.python.org/3/whatsnew/3.8.html that we'd really want either.
• I'll remove the reference to my branch (unpin pyscf and biopython optional dependencies cclib/cclib#1344) once this merges and also consolidate to a single Dockerfile, since they're all finally identical.

I'm not sure why 3.12 is taking hours. Trying it locally in podman is very slow too, but much slower with pytest than ccget --list. Merging in the hope that the build will be done in a few hours...
