Postal code not required by default anymore

With the creation of the address handling tab in country pages, the default handling of postal codes has changed.

Postal codes used to be required by default, now that there is a setting for it, they are not required by default anymore. This already led to [confusion within the community|https://shopwarecommunity.slack.com/archives/C011VFQT7GB/p1708004831658959].

Solution:
Postal codes should be globally required by default again.

Implementation:

Turn the switches on by default

-Keep the switches off by default, but change their label to “Make postal code optional” and reverse their function.-
