Support animated Telegram packs

Let's see how hard it would be to rip the TGS renderer out of Telegram Desktop and bind to it using ctypes or something.

I've been working on a Lottie renderer using pyppeteer rather than cairosvg to improve the installation experience on windows. Not sure if this is something that would be helpful here?

I'm not sure I'd be comfortable with the performance of that, and whatever native library I create will be pre-built for windows using Continuous Deployment anyway.

@coughingmouse I'm quite familiar with it however that converts to GIF not APNG, thereby losing a lot of quality
