vm-message_envelope.wav sound file missing in fr, nl, ru, and zh_HK

Describe the bug
vm-message_envelope.wav exists for English however its missing in some languages.

To Reproduce
Steps to reproduce the behavior:

1. Set language to fr, nl, ru, or zh_HK and the vm-message_envelope.wav does not exist so it fails to play.

Expected behavior
vm-message_envelope.wav file to exist for all languages.

This be awesome to have this missing file for French. In what way can we get this file created or do we have to contact someone in particular.

these are all made by volunteers. The way to fix this would be to get a file made or work with who made that sounds set to get it added.

Problem with volunteers creating a missing file is now you will have different voices (in the same language) for each of the recordings, and that does not sound very professional

I have a few more sound prompts I wanted added as well but don't know where to start, as I don't know who the individual voices are for each language

Seems that would be ideal. For those willing to contribute, or need specific prompts and want the voice to stay consistent, it would be nice to know who made the recording, and connect with them to have them create more.
