This is mainly so that the git version of the PDF manual shows that it's for 0.9.5-unreleased and newer than the last released version (0.9.4) so that people can understand what document they are looking at.

This fails the Travis tests in exactly the same way the current master version does, so I don't think I broke anything. |

I updated the static website version to the last released version, this should also bring a cover page to the version in the git repo that identifies it as being for the current development version.
