This should make it so the "Coding Conventions" folder is displayed as a child card, using the index.md file to fill it in.

Puts like-pages together - all of the "contributing" pages, then any maintenance-y pages, then all the process-related pages.
Note that the gaps in the numbering is intentional - it gives us a little bit of wiggling room to add a new "contributing" type page or a new maintenance style page (like build tooling) or a new process style page.
