[2009-05-01] Language dropdowns don't translate language labels in CMS interface #1901

Basically, make i18n::get_locale_name() accept a locale for the returned list. We'll most likely use Zend_Locale and the unicode CLDR project to make this easier.

Estimate doesn't include the overall Locale architecture and migrating zend components.

Worth migrating as it has been brought up a couple times. Low priority but might be a good task for community.
