The Test haddock generation step in some of our CI workflows is recompiling all modules, wasting about 12m of cpu time per week. (4m recompile+haddock on 3 platforms, scheduled weekly). It may be doing this locally also. darcs's CI is one example showing that it shouldn't do that.
