Reported by djp. The web ui should be usable, at least for browsing, in text-mode browsers and when javascript is disabled or not available.

The add/edit/import forms are normally hidden until needed by CSS, which the text browsers don't support. I've moved them below the main content as a slight improvement. I don't think it can be hidden completely except by moving it to a separate page, which means slower editing for normal users.
