This ended up being a fairly significant refactor. It adds the latest version of Leaflet but keeps the previous version. Each is now namespaced in the
staticdirectory, so it will be trivial to add the next version.Tests now use parameters to test with each version, with
Nonedefaulting to1.8.0.
