add short description of sinatra to index #224

This pull request adds some short descriptive text to the index (I grabbed the first line from the sinatrarb readme):

The reason I'm submitting this change is that I'm in the process of writing a workshop for RailsConf intended for beginners. This workshop uses Sinatra as I've long known it to be a very beginner-friendly tool. When I was adding a list of links that students could use to learn more about the topics I'm covering, I realized that it's very difficult for a newcomer to understand what it is that Sinatra does based on the homepage. This is in contrast to rubyonrails.org, which includes introductory text that a person not familiar with web development could read and have a basic understanding of what Ruby on Rails is.

I don't have very much experience in frontend development and as a result had a lot of difficulty getting the styling the way I wanted (moving the new text closer to the code sample). Please let me know if there's something obvious I'm missing.
