Add Electronic-Interchange-Github-Resources list

I have a list of x12 EDI here that has been supported for a couple of years. It's been helping people in a fairly niche topic in a very small but important part of data interchange.

It has been heavily influenced by lists like this one. I (or someone) will need to do some work in order for this to be added to this library via the https://github.com/sindresorhus/awesome/blob/main/awesome.md

Getting more 👀 on the list may help keep it up to date as well.
