This is useful for the first publish and whenever the version was already changed.

You should always just use 0.0.0 before it's first published, but I'm interested in why you want to publish without a version bump? What use-case do you have?

Gotcha, yeah that's what I just did now. I had a new package ready with 1.0.0 and didn't need a version bump.

It makes sense not to ever do that manually though. Perhaps the docs could mention what's the proper way to do it.
