Highlight new features of Refined GitHub in the extension config page #4004

I don't know if there's a good way to know the new features of Refined GitHub besides checking the changelog.

My proposal is to highlight the new features, for example, in an "unread" section. You can "mark as read" features, and features are automatically marked as read when they are disabled. All current features will be marked as read at the first installation of the extension.

I'd also like an option to disable all new features by default.

This has been discussed and rejected before, see #3357, #3535 and #3843.

@yakov116 I wonder if we should push the NEW ones up in the list, so we'd have:

  • disabled
  • new
  • the rest of them

I prefer putting new above disabled.
