[c++] Implement Arrow-schema-getter in C++

Split-out from #1240

There will need to be more planning and additional sequencing for this issue once we get to it. Adding Arrow C++ to cmake is non-trivial. Also note that the schema should be retrievable in both read and write mode. Currently it can only be accessed in read mode.
