Improve plugin API loadData

Describe the problem

今天插件系统正式上线我迁移自己的 插件的时候发现，程序会卡在 loadData 一行动不了。

这个问题在 dev3 版本没有出现，就是更新了 2.8.8 出现的错误。

后来 Z 发现了问题所在，

最后我的解决方案是，把配置文件换成 txt，然后手动解析 Json 。

Expected result

修复相关 bug。
