- added 'symfony/polyfill-intl-normalizer' and 'patchwork/utf8' to the development requirements
- made Normalizer implementation configurable by setting environment variable UNICODE_NORMALIZER_IMPLEMENTATION to the desired classname
- fix name of suggest section in composer recipe by removing the trailing 's'
