Add Footer element at the bottom of the index page

Hi,

we are forced to append some custom legal text onto the main page of skooner. There is no such option to do this at this time. I have made a pull request to accomlish this feature. It adds an option to define custom text in the footer by environment variable REACT_APP_FOOTER.
