Auto-stop: Stop the instance after the job finish #232

It would be nice to have a sky stop cluster_name -w job_id so that to stop the instance after the job_id is completed. That may be a bit difficult to implement. I would suggest leaving it to the future.

It'd be a cool feature! some random thought: auto stop the instance if no job has been submitted for 3hrs.

This feature was also requested by Kevin Lin: "Would be nice to have cluster to automatically shutdown after its done". "If something errors then automatically restart - that would be nice"
