Why not use "seconds since epoch" instead of RFC3339?
[2016 Mar 10] Seconds since epoch can be ambiguous, due to different definitions of epoch starting point and varying support for leap-seconds and other such nerd tomfoolery.

Heroku's API Design Guide states a preference for hyphens over underscores in URI paths, how about in ours?

Since the point of a standard is consistency, and we're already consistent at this point, yada yada yada.
